Responding to Avigdor Lieberman

Avigdor Lieberman writes: “While many claim that the Israeli-Palestinian conflict is territorial, the facts suggest otherwise. Israel had no citizens, settlers or military in the West Bank until 1967, but did not enjoy one moment’s peace from our neighbors and the terrorists that they supported” (“My blueprint for a resolution,” Jerusalem Post, 23 June 2010).

Don Emmerich responds: Geez, do you think this had anything to do with the fact that 750,000 Palestinians were driven from their homes in 1948 and never allowed to return?

Lieberman: “There will be no so-called Palestinian right of return.

“Just as the Jewish refugees from Arab lands found a solution in Israel, so too Palestinian refugees will only be incorporated into a Palestinian state.”

Emmerich: So two wrongs make a right? Because Jews were expelled from places like Egypt and Libya, it follows that Israel has the right to prevent the 1948 refugees from returning to their homes? Given this logic, it would follow that if, say, a Catholic punched me in the face, then I would have the right to go out and punch another, different Catholic in the face. Don’t you understand that people are individuals, that one person cannot be held responsible for the crimes of another person?

Lieberman: “This [Palestinian] state needs to be demilitarized and Israel will need to retain a presence on its borders to ensure no smuggling of arms. In my opinion, these need to be our red lines.”

Emmerich: So this Palestinian “state” you’re proposing isn’t actually a state at all. In other words, you’re proposing that things remain essentially as the are, the main difference being that Palestinians are to start referring to the occupation as “statehood.” Okay, thanks for clarifying that.

Lieberman: “Those who claim that Israel must return to the socalled [sic] Green Line need to examine UN Security Council Resolution 242, the legal framework created following the 1967 war when the territories were conquered.”

Emmerich: Okay, I’ll do just that: “The Security Council…Emphasizing the inadmissibility of the acquisition of territory by war and the need to work for a just and lasting peace in the Middle East in which every State in the area can live in security…Affirms that the fulfillment of Charter principles requires the establishment of a just and lasting peace in the Middle East which should include the application of both the following principles: (i) Withdrawal of Israel armed forces from territories occupied in the recent conflict; (ii) Termination of all claims or states of belligerency and respect for and acknowledgment of the sovereignty, territorial integrity and political independence of every State in the area and their right to live in peace within secure and recognized boundaries free from threats or acts of force” (UN Security Council Resolution 242, 22 November 1967).

Lieberman: “The resolution purposely never called for a full withdrawal from the West Bank.”

Emmerich: But, “[e]mphasizing the inadmissibility of the acquisition of territory by war,” the Security Council demanded the “[w]ithdrawal of Israel armed forces from territories occupied in the recent conflict.” This, of course, refers to the Sinai Peninsula, the Golan Heights, the Gaza Strip, and the West Bank.

Lieberman: “Lord Caradon, the main drafter of the resolution, called the pre-1967 lines ‘artificial and undesirable’, another drafter, Eugene V. Rostow, US undersecretary of state for political affairs in 1967, said Israel needs to retreat only to ‘secure and recognized borders, which need not be the same as the armistice demarcation lines.’”

Emmerich: Although Caradon felt the pre-1967 borders were “unsatisfactory,” he later noted that the “overriding principle [of 242] was the ‘inadmissibility of the acquisition of territory by war’ and that meant that there could be no justification for annexation of territory on the Arab side of the 1967 line merely because it had been conquered in the 1967 war.” Dean Rusk, who served as the US Secretary of State at the time, later wrote that the US believed that “the Israeli border along the West Bank could be ‘rationalized,’ certain anomalies could easily be straightened out with some exchanges of territory, making a more sensible border for all parties.” He continued: “But we never contemplated any significant grant of territory to Israel as a result of the June 1967 war” (Norman Finkelstein, Image and Reality of the Israel-Palestine Conflict, 147-48).

Lieberman: “[F]or a lasting and fair solution, there needs to be an exchange of populated territories to create two largely homogeneous states, one Jewish Israeli and the other Arab Palestinian…

“In most cases there is no physical population transfer or the demolition of houses, but creating a border where none existed, according to demographics.

“Those Arabs who were in Israel will now receive Palestinian citizenship.”

Emmerich: Did you really just advocate ethnic cleansing?

Lieberman: “In most cases there is no physical population transfer or the demolition of houses…”

Emmerich: Oh, so ethnic cleansing will only occur in some cases. Well that’s sure thoughtful of you.

FLOTILLA Cover-up: The New York Times Accused

For the past month, the alternative media have sought concrete evidence that the mainstream U.S. media, including the New York Times, willfully aided Israel’s cover-up of information about their Gaza flotilla attack.

Prima facie evidence of their complicity is abundant.

The Times’ role in the cover-up ranged from suppression of facts and failure to follow leads that might (and did) contradict Israel’s version of the massacre, to serving as a shameless conduit for Israeli propaganda. The Times persisted in publishing and republishing the official line of Israel and became a virtual bulletin board for crackpot opinions and commentary. A prime example is Michael Oren’s “An Assault on Israel, Cloaked in Peace,” arguing delusionally that this humanitarian effort was an “act of aggression” that threatened the very nation of Israel.

The news we Americans received on the massacre seemed written by an Israeli propaganda minister — in fact, some of it was. The Israeli army generously provided our media with a carefully edited video of their attack, which major news outlets dutifully broadcasted.

Long-distance images of civilians defending themselves against commando killers (including a woman brandishing a deck chair) were presented as evidence of armed resistance. The imprisonment in Gaza of an Israeli soldier four years ago was cited as justification for executing nine peace activists, two shot in the back of the head at point-blank range.

Alternative media journalists like Philip Weiss (Mondoweiss), Glenn Greenwald (Salon), and yours truly (USMediaAndIsrael.com) provide examples of the Times’ stonewalling and disinformation. James North on Mondoweiss, for example, writes about the aftermath of Israel’s illegal detainment of hundreds of peace activists and their video evidence. As Israel began releasing the prisoners, the Times’ legion of reporters failed to interview a single flotilla member to get their version of the atrocity. As North wrote, this unconscionable delay gave “Israel’s version of the deadly raid time to harden.”

The May 31 Times reported “Israeli officials said that international law allows for the capture of naval vessels in international waters…” Israeli officials said. Exactly. With convenient unprofessionalism, the Times published Israel’s claim at face value, offering no comment or analysis by experts in international law. In fact (and as the Times must have known), independent experts call the attack “flagrantly illegal.”

When the Times finally did report something not fed to them by Israel, their front page story lamented the public relations catastrophe for Israel, not the murder of nine peace activists nor the immense suffering caused by the illegal siege of Gaza.

On the contrary, Times reporter Isabel Kershner writes, “Israel says it allows enough basic supplies through crossings to prevent an acute humanitarian crisis.” Again, the paper reported this cruel lie citing only Israeli propaganda as their source (“Israel says…”). No editor of the NY Times would allow such sloppy journalism — unless directed to do so by top management.

The NY Times has a long history of pro-Israel reporting of events in the Middle East. One notable illustration is their coverage of Israel’s 1967 attack on the USS Liberty that killed and wounded over 200 American sailors. The Times’ only account of this deliberate, hour-long assault on a U.S. ship — a brief summary buried on page 19 of the paper.

The question is who within the New York Times ordered the most recent journalistic stonewalling and submission to Israeli interests. Might it be publisher/owner Arthur Sulzberger, Jr.? Rank-and-file employees and journalists at the Times must be truly embarrassed, even shamed by their employer’s willful deception of American readers.

"Израиль" стал жертвой собственного высокомерия...

Несколько дней назад премьер-министр Реджеп Эрдоган заявил, что Турция закрыла свое воздушное пространство для военной авиации "Израиля". Это еще одно подтверждение того, что нападение "израильского" спецназа на «Флотилию свободы» в Средиземном море 31 мая, в ходе которого погибли девять человек (восемь из них - граждане Турции), не прошло безнаказанным.
Вопреки уверенности Тель-Авива, что мировое сообщество в очередной раз «проглотит» бесчинства "израильских" военных, реакция была жесткой. Внешнеполитическое положение еврейского "государства" после этого кровавого инцидента продолжает ухудшаться.

Напомним, что «Флотилии свободы» из 6 судов с медикаментами, продовольствием и стройматериалами на борту намеревались прорвать многолетнюю морскую блокаду Сектора Газа. Помимо гуманитарного груза для палестинцев, лишенных в результате блокады многих жизненно важных товаров, на судах находились более 600 активистов из европейских и арабских стран. Тель-Авив отказался пропускать суда. Затем на них с вертолетов высадился "израильский" спецназ. Многие люди были убиты выстрелами в голову и спину. Это опровергает утверждения "израильтян", что они действовали в порядке самообороны.

В прессе продолжают бурно обсуждать, применяли активисты «Флотилии свободы» насилие против высадившихся "израильтян" или нет. Эти дискуссии не имеют смысла: сама высадка десанта (без практической на то необходимости, ибо суда можно было остановить без десанта) была преднамеренной провокацией: нападение на «флотилию свободы» произошло накануне визита Нетаньяху в США. Как результат, визит не состоялся. По-видимому, "израильский" премьер не очень хотел встречаться с Обамой, добивающимся прекращения строительства еврейских поселений на оккупированных арабских землях и начала переговоров о мирном урегулировании.

В "Израиле" были уверены, что такая «мелочь», как убийство в море нескольких пропалестинских активистов (для «острастки», чтобы другим было неповадно) излишне острой реакции не вызовет. Однако вожди еврейского "государства" просчитались. Ответ мирового сообщества на откровенное пиратство, более тяжелое по своим последствиям, нежели акции сомалийских пиратов, была очень жесткой. Действия "Израиля" осудили Совет Безопасности ООН и десятки стран, призвавшие к международному расследованию инцидента и отмене блокады Сектора Газа.

Однако верные друзья еврейского "государства" в Америке не пропустили в ООН требование о международном расследовании. Напомним, что после убийства в 2005 году бывшего премьер-министра Ливана Рафика Харири (в котором обвинили Сирию) был создан целый международный трибунал, который не нашел каких-либо доказательств причастности Дамаска к гибели ливанского премьера. А вот в отношении "Израиля" ни одно кровавое бесчинство, включая последний по времени масштабный акт государственного терроризма – «новогоднюю» войну 2009 года, в которой было убито не менее 4 тысяч мирных жителей Газы - не расследовалось.

Между тем, негодование мирового сообщества по поводу пиратского акта на море было столь неожиданно сильно, что 20 июня с.г. "Израиль" объявил о смягчении условий блокады. Но Тель-Авив продолжает упорствовать в сохранении морской блокады.

Все это привело к ухудшению и без того весьма натянутых отношений между Бараком Обамой и премьер-министром "Израиля", «суперястребом» Натаняху. Конечно, произраильское лобби в Америке продолжает сохранять свою мощь. Однако позиция главы государства, который четко обозначил стремление добиться (невзирая на сопротивление «ястребов») мирного урегулирования между палестинцами и "израильтянами" – весьма важна. Через некоторое время после пиратского акта "израильтян" Барак Обама демонстративно принял в Белом доме Махмуда Аббаса.

Более жесткой стала позиция Евросоюза, для которого агрессивная политика вождей Тель-Авива давно уже поперек горла. Дело не в излишних симпатиях европейцев к палестинцам. Произраильское лобби достаточно сильно и в Европе. Но «старый свет» в большей степени, чем Америка, зависит от поставок нефти с Ближнего Востока. Одновременно арабские страны представляют собой огромные рынки для сбыта продукции европейской промышленности, отчаянно нуждающейся в заказах, чтобы выйти из кризиса. Так что Европа немало способствует направлению «Флотилий свободы», дабы оказывать давление на «сорвавшихся с тормозов» вождей Тель-Авива.

Но наиболее серьезный ущерб "Израилю" во внешнеполитической сфере нанесен отношениям еврейского "государства" с Турцией. Отметим, что много лет между этими странами существовали отношения стратегического партнерства. Не то, чтобы в Турции – стране сугубо исламской – приветствовали бесчинства Тель-Авива против их единоверцев в Палестине. Инициатива такого противоестественного партнерства исходила скорее из США. Американские союзники в армии и спецслужбах Турции - одного из ведущих членов НАТО - «брали под козырек», получив указание из Вашингтона. С приходом к власти правительства Эрдогана, ориентированного на Исламский мир, стратегическое партнерство с "Израилем" неизбежно должно было подвергнуться эрозии.

А вот Тель-Авив со свойственным ему высокомерием решил, что турки из стратегического партнерства ни при каких обстоятельствах не выйдут. Но в Анкаре, получив пощечину, другую щеку для удара подставлять не стали. Правительство Турции приняло ряд ответных мер. Сразу после инцидента в Средиземном море Турция отозвала посла из "Израиля" и объявила о сокращении политического, военного и экономического сотрудничества с "Израилем". В Анкаре было заявлено, что пока не будет сформирована комиссия ООН по расследованию акта "израильского" пиратства, Турция своего посла назад не пошлет. Более того, Турция не примет никаких результатов расследования, проведенных самим "Израилем".

Заморожены все проекты в сфере военного сотрудничества. Договор о модернизации самолетов ВВС на сумму в 757 млн. долларов и контракт на приобретение ракет на сумму в 1,5 млрд долларов уже аннулированы. Командование сухопутных войск планировало потратить на совместные с "Израилем" проекты по модернизации танков около 5 млрд долларов за 10 лет. "Израиль" намеревался продать Турции 1000 танков «Меркава Марк 3», общей стоимостью более 5 млрд. долларов. "Израильско"-сингапурский консорциум должен был модернизировать 54 самолета F-4 за 632.5 млн. и 48 F-5 за 75 млн. Эти проекты заморожены.

Турция не будет представлена на трех военных учениях с участием "Израиля". Договоренность между "Израилем" и Турцией о совместной борьбе с терроризмом также отменена. До инцидента в Средиземном море Турция регулярно консультировалась с "израильтянами" по вопросам противоракетной обороны, детекторов пластических мин, а также наземных радаров для предотвращения возможного нарушения турецкой границы. Ныне Анкара отказалась от этих планов, как и от намерения приобрести два самолета системы контроля воздушного пространства общей стоимостью в 800 млн. долларов. Был аннулирован совместный проект по производству ракет типа воздух-воздух и ракет дальнего радиуса действия «Делила». Общая стоимость двух контрактов составляет свыше 650 млн. долларов.

Ранее сообщалось, что Турция отменила сделку на покупку у "Израиля" беспилотных самолетов. Это серьезный удар по ВПК "Израиля", который вряд ли сможет компенсировать внезапно усилившаяся любовь к "израильскому" оружию министра обороны РФ г-на Сердюкова и его нового первого заместителя, отставного генерала Поповкина.

Что касается нынешнего решения Эрдогана о закрытии воздушного пространства Турции для военной авиации "Израиля", то это не символический, а весьма болезненный удар по еврейскому "государству". Дело в том, что пилоты "израильских" ВВС многие годы тренировались в небе Турции, ибо над крошечным "Израилем" современному боевому самолету развернуться негде. А с учетом весьма недоброй репутации "Израиля" в мире, вряд ли найдется какая-либо страна, которая решилась бы предоставить свое небо для пилотов, регулярно «отличающихся» бомбежками мирных городов Палестины и других стран Ближнего Востока.

Похоже, что мировое сообщество нащупало очень эффективный способ прорыва морской блокады Сектора Газа. Очередной «корабль мира» вот-вот отправится в Газу из ливийского порта Триполи.

Израиль не будет извиняться перед Турцией за расстрел ее граждан

Глава израильского правительства Б.Нетаниягу заявил, что «Израиль» не станет приносить официальных извинений Турции за убийство в международных водах девяти ее граждан, участвовавших в гуманитарной регате «Флотилия свободы».

При этом он отметил в интервью, что «сожалеет о том, что люди погибли», но это, по его словам, была вынужденная мера – таким образом спецназовцы «защищались».

Помимо этого, Натаняху заявил, что правительство Израиля не будет выплачивать никакихз компенсаций пострадавшим и родственникам погибших турецких правозащитников, плывших на гуманитарном судне «Мави Мармара».

В то же время, касаясь вопроса о нашумевшей встрече Биньямина Бен-Элиэзера с министром иностранных дел Турции, Натаняху заявил, что отношения с Турцией для Тель-Авива «чрезвычайно важны», и Израиль «будет предпринимать все меры, чтобы предотвратить окончательный разрыв с этой страной».

Hamas: don't give in on Shalit – by Khalid Amayreh

The cruel Israeli regime is organizing a fresh campaign to demand the release of one of its occupation soldiers, detained in a secret Gaza location.

The new campaign, publicized by the Jewish-controlled media in Europe and North America, is assuming many expressions, including protests led by the soldier’s family, a propaganda ship organized by the American Jewish followers of the Nazi-minded rabbi Meir Kahana, and a call by happy-go-lucky French President Nicolas Sarkozy for the unconditional release of the Israeli soldier.

This is the same Sarkozy who kept silent during the murderous Israeli onslaught against the defenseless people of Gaza eighteen months ago. He is now invoking humanitarianism and charity as if the thousands of Gaza children, men and women, annihilated or maimed by the Israeli army were non-humans.

It is true that Gilad Shalit is not being accorded a five-star treatment. But this is not due to any presumed sadistic urges on Hamas’s part to torment the young soldier who is likely to have the blood of many children on his hands.

In Israel, it is difficult to find an adult Israeli male whose hands have not been stained with Palestinian blood. After all, Israel is a society of murderers and child-killers. It is a society whose members Zionism has transformed into racists, cannibals and Nazi-minded murderers and child killers.

Indeed, were it not for the fact that Israel has been making constant and meticulous efforts to discover his whereabouts and liberate him by force, there is no doubt that Hamas would allow the International Commission of the Red Cross, even his family, to visit him.

But Israel, a country that murders peace activists on high seas and then calls the cold-blooded murder “armed confrontations with terrorists,” can’t be trusted.

Palestinians have had a long and bitter experience with Israeli treachery. This is why Hamas can’t allow itself to make the slightest risk in this regard. Yes, one might sympathize with Shalit at a certain human level. However, Shalit is only one person while the entire Palestinian people are held hostage by an evil regime that can only be compared with history’s worst.

There are, of course, other aspects to this sensitive issue. Israel detains thousands of Palestinian political and resistance prisoners in its dungeons. And as the recently-freed Palestinian Islamic leader Sheikh Nayef Rajoub revealed, many of these prisoners are being subjected to Medieval savagery at the hands of those claiming to be “a light upon the nations.”

For those who have forgotten, Shalit was taken prisoner in battlefield. Moreover, had Israel succeeded in carrying out a rescue operation, he would have most likely got killed.

This is probably the endgame that Israel wishes for its imprisoned soldier. A dead Shalit would be a Hasbara bonanza for the Zionist propaganda machine. On the one hand, it would allow Israel to torture and kill more Palestinian political prisoners (several Palestinian prisoners died recently due to torture, medical negligence and other causes). It would also absolve Israel from freeing hundreds of Palestinian prisoners as demanded by Hamas and insisted by the vast bulk of the Palestinian masses, irrespective of their political orientation.

To be sure, Hamas had been negotiating in good faith with Israel, hoping to reach a dignified breakthrough that would see the repatriation of Shalit to his family in exchange for the release of hundreds of Palestinian detainees to their families. That would be a win-win formula for everyone.

However, the Israeli government consistently and arrogantly rejected this logical proposal, making racist arguments which even the leaders and ideologues of the Third Reich didn’t dare to make.

For example, Israeli leaders routinely invoke the mendacious canard that the Judeo-Nazi state cannot free prisoners who have Jewish blood on their hands. Well, what about the thousands or tens thousands of Israelis who have Palestinian, Lebanese and now Turkish blood on their hands? Is non-Jewish blood less red than Jewish blood?

Israel doesn’t dare indulge in a genuine argument in this regard. The reason is simple. Israel views the blood and lives of non-Jews as insignificant, at least in comparison to Jewish blood and Jewish lives. Just try to have a brief conversation with a rabbi and you will be more than shocked hearing what he will be saying in this regard.

In any case, Hamas must not show the slightest sign of fatigue vis-à-vis Israel because the lives and freedom of hundreds of thousands of Palestinians are at stake. Hamas has been successfully managing this Shalit affair for over three years. Israel committed untold massacres and has been imposing a manifestly criminal siege on 1.7 million human beings, in the hope of creating a crack in Hamas’s wall of steadfastness. But neither Israeli pressure, nor western conspiracy, nor Arab collusion and Palestinian Authority treachery, have succeeded in pressurizing Hamas to give in or give up.

In the final analysis, Hamas has a huge moral responsibility toward thousands of Palestinian families whose children are languishing in Israeli concentration camps and dungeons.

Needless to say, these people have spent the prime of their lives in Israeli prisons so that their people will be able to live in dignity and in order to maintain the hope for freedom and liberation from evil Zionism.

Hence, we must not hesitate to proclaim and reassert the Palestinian position in this regard, namely that Shalit must stay behind bars as long as Israel insists on keeping our men, and women and children behind bars.

This position may not be popular in New York and Paris. But why show the slightest concern about what Paris and New York think in the first place. They have always been and continue to be our direct or indirect tormentors. Our responsibility is first and foremost toward these tortured Palestinian prisoners and their suffering families who have kept our national just cause alive.

In a nutshell, our prisoners are not children of a lesser God.

В странах Исламского мира Тегеран инициирует бойкот "израильских" товаров и произраильских товаропроизводителей

Президент Исламской Республики Иран Махмуд Ахмадинеджад издал указ о реализации принятого парламентом Закона о введении эмбарго на все товары, производство которых хоть как-то связано с сионистским режимом.
Этот закон, который был ратифицирован Собранием Исламского совета Ирана в июне с.г., представляет собой поправку к Закону о поддержке палестинской революции, который был принят 20 лет назад.
Согласно указу Президента Исламской Республики Иран, на министерство иностранных дел страны возложена обязанность выдвинуть в международных институтах, в том числе в Организации Исламская конференция, на форумах стран-членов движения неприсоединения проект тотального бойкота товаров, производящихся в "Израиле" или производимых произраильскими товаропроизводителями (известно, что до 15 процентов от своих прибылей такие фирмы и концерны перечисляют на нужды "Израиля", его военно-промышленного комплекса, из этих средств отливаются пули, изготавливаются бомбы, которые убивают палестинцев).
Согласно указу, будет создан специализированный комитет, в состав которого войдут представители министерства иностранных дел, экономики и финансов, торговли, безопасности, нефти, Центрального банка, радио, телевидения и других средств массовой информации, чтобы в течение двух месяцев составить полный список сионистских компаний и учреждений во всем мире наравне со списком юридических и частных лиц. Эти списки будут обновляться ежегодно или по мере надобности.
Иранские государственные СМИ, в свою очередь, обязались отказаться от рекламы любой продукции сионистских компаний.

Ахмадинежад: Израиль не посмеет атаковать Иран

Иранский президент Махмуд Ахмадинежад исключил возможность военного нападения на Иран из-за ядерной программы, утверждая, что никакая страна не посмеет начать наступление на страну.

В интервью агентству Kyodo, когда президента спросили о перспективах израильского нападения на Иран, Ахмадинежад заявил, что "никто не посмеет это совершить".

"Израиль идет курсом снижения. Кроме того, Иран - большая страна, которая не оккупировала земли других стран, никого не терроризировала и не убивала. У Ирана за плечами семитысячелетняя цивилизация", - сказал Ахмадинежад, чьи слова цитирует PressTV.

"Соединенные Штаты, которые являются владельцем сионистского государства, не смеют нападать на Иран, не говоря о поддельном режиме (Израиль), существование которого сомнительно", - добавил иранский президент.

Ахмадинежад также заявил, что новые санкции, наложенные на Иран по его ядерной программе, не заставят Исламскую Республику отказаться от своих прав.

"После координирования действий с Бразилией и Турцией в последующие два дня будет определено местоположение этой встречи. Мы предлагаем вести переговоры в Тегеране", - сказал Моттаки.

Apartheid. It is a word — an idea — which stirs up strong and angry reactions. Indeed, this dark period in South African history was a stain on the collective conscience of the world during the twentieth century. When the word “apartheid” was introduced into the discussion on Palestine, it was even more controversial. President Jimmy Carter, who first brought the analogy to the forefront in his 2006 book Palestine: Peace not Apartheid, was lambasted, even called an anti-Semite, before anyone had read the book. Nearly four years later, Israeli prime ministers were using the word apartheid to describe the absence of a negotiated peace (what we actually have now).

The discussion on Israel and South Africa is fostered by the recently published work by Sasha Polakow-Suransky, The Unspoken Alliance: Israel’s Secret Relationship with Aparthied South Africa. If the readers are looking for an in-depth discussion on the similarities and difference between Israel’s and South Africa’s treatment of their oppressed, they will not find it in this book. Rather, The Unspoken Alliance is an important work on international relations which uses extensive archival documents and interviews with key players to discuss in detail the development of a strategic military and diplomatic relationship between Israel and South Africa.

Polakow-Suransky argues that the relationship between the two nations was not always very strong. In the early years after the creation of the state of Israel, the author argues that Israel valued relationships it had with other African nations which were opposed to the apartheid regime. The votes of these African nations would be coveted in the UN General Assembly to counter-balance the Arab/Muslim bloc. But over time, African nations gravitated away from Israel and, as Israel became more isolated regionally, interests began to mount for Israel to strengthen its relationship with another isolated state like apartheid South Africa.

The height of this cooperation probably came in the mid-1970s when then Israeli Defense Minister Shimon Peres sought to secure nuclear cooperation between Israel and South Africa. While Israel already had an operating nuclear facility capable of producing nuclear weapons, South Africa had enough nuclear fuel like uranium to ensure that the Israeli reactor could continue to operate should it face further international isolation. Israel would provide not only weapons, but military advisers and clandestine support for nuclear tests.

The author details the development of the relationship in an engaging fashion. The writing style allows the reader to attentively follow the story without the normal drag of academic books that are extensively footnoted. Polakow-Suransky writes:

“Nuclear missiles notwithstanding, the Israelis were extremely eager to sell anything and everything to Pretoria, including weapons from their parties. South Africa conveniently used Israel as an intermediary to buy arms from countries off limits to them because of embargoes. This much was clear from a 1975 Israeli Defense Ministry letter informing the South Africans that one of their orders could not be fulfilled because the item ‘is at present not available and we have instructed our Purchasing Missions abroad to scan every available source’.”
The Unspoken Alliance is an important work that uses declassified government documents to confirm what many had always suspected. There is little in this book which comes as a shock to those who had long presumed deep ties between Israel and South Africa, but the level of detail, precision and documentation is first-class and unique.

It must be noted that the author avoids drawing ideological connections between Zionism and Afrikaaner Nationalism in South Africa. Polakow-Suransky sees this relationship as one based in interests and not in values. Surely, drawing ideological connections between the two ideologies may have made this a far more controversial book and left more of the conclusions up to the author’s interpretation as opposed to primary source documents. But given the circumstances and the similarities between both governments and their colonial nature, one must ask these questions.

For example, Polakow-Suransky glosses over the relationship between Chiam Wiezmann and South African Prime Minister General Jan Smuts. Despite citing Richard Stevens and Abdelwahab El Messiri’s book Israel and South Africa: The Progression of a Relationship in his section on this relationship, he understates its importance and misses the ideological connection between the two. Weizmann, who had first met Smuts in 1917 in England, cabled him on 15 May 1948:

“Now that the Balfour declaration has been consummated by the establishment of the State of Israel, I take opportunity of expressing to you as one of the architects of Declaration and most constant supporter of Jewish cause my deepest appreciation and gratitude for manifold kindness which you have shown to the Zionist movement and to me personally during intervening years stop. I understand that new state has approached you for recognition and I venture express hope it will be possible for you to crown your lifelong encouragement of our national aspirations by giving speedy recognition stop.”

Within days, Smuts’ government extended recognition to Israel. It was these elements of the relationship that led Stevens to write:

“It must be noted that during the entire thirty-three years of this relationship, extending from 1917 to 1950, both men took for granted the moral legitimacy of each other’s respective position. Thus, not a word is to be found in Weizmann’s correspondence or writing questioning the racial basis of the South African state on which Zionism was so dependent or Smuts’ own role in upholding its racist system. Similarly, Smuts assumed without question ‘the right’” of Jewish settlers to occupy Palestine without regard to the rights of the indigenous Palestinian Arabs. In both cases, Smuts and Weizmann projected at the highest level the capacity of western civilization to rationalize domination and exploitation, conquest and control as Christian civilizing mission or ethnocentric Judeo-Christian fulfillment.”
A more extensive account of the ideological connections would have made The Unspoken Alliance an even more powerful book. Nonetheless it remains an important read on a discrete relationship between two of the most controversial regimes in the twentieth century.
